Job Description / Responsibility
  • To facilitate and implement Good Governance and Advocacy component of the USAID funded Nobo Jatra Program in the respective Union, the Social Accountability organizer will be working at the Union level and responsible for execution of local partner’s activities at Union level. SAO will be responsible for the implementation of the local level governance and advocacy activities of the Nobo Jatra Program, including strengthening village, Union and Upazilla Committees, supporting Community facilitator and Community based CVA groups. The Social Accountability organizer will be assisted with technical support and guidance by Technical Officer-Social Accountability at the Upazila level.
  • Key responsibilities of Social Accountability Organizer are –
  • • Plan and implement various activities related to Social Accountability activities within assigned Union
  • • Ensure to Implement social accountability activities effectively and efficiently at respective area
  • • Build and maintain effective relations with community stakeholders
  • • Ensure civic engagements through group processes
  • • Facilitate and support training for community stakeholders
  • • Facilitate Local level advocacy for social accountability
  • • Ensuring Community level facilitator are effectively working and supporting village and union level committees
  • Area wise Specific Task are –
  • Programme Implementation:
  • • Form and functioning of Village Development Committees effectively
  • • Community level facilitators effectively mentoring and supporting VDC and CVA group
  • • Relevant activities effectively integrated/ coordinated with other sectors
  • • UP Standing Committee reactivated and functioning
  • • Local Service Providers (WASH and Agriculture) and govt. service providers to provide services to the vulnerable communities
  • • Increased knowledge of VDC members on the entitlements and access to services at local level
  • • Implementing CVA
  • Community Transformation:
  • • Facilitate VDC at Union level performing their role effectively
  • • Facilitate VDC to develop action plan
  • • Facilitate VDC members to represent in the UP Standing Committee
  • • Community voices and concerns raised in various meeting with service providers at Ward, Union and Upazilla level
  • • Households satisfied with the services of LSPs and Govt. service providers
  • • World vision model the CVA successfully piloted
  • Documentation & Reporting:
  • • Work properly documented
  • • Reports submitted on time
  • Important information and learning shared with relevant colleagues
  • • Collect case study and significant story
  • • Lesson learnt and best practices are reported and shared in the program management
  • • MIS data collection and entry in system properly
  • Networking & Advocacy:
  • • Effective working relationships established with VDCs, CVA groups, UPSCs and Local Government Institutions including market based LSPs
  • • Effective coordination with NGOs undertaking governance activities in the program area
  • • Effective working relationships establish with the Village Development Committees, community clinic support group, WATSAN committee and Community Water Management Committees
  • • Government bodies engaged by communities resulting in improved services for the citizens
  • • Effective working relationships established with community members, religious leaders, teachers, business owners, etc.
  • • Coordination work with another component
  • Professional and Personal Development:
  • • Improved capacity through self-learning and consultation with colleagues
  • • Of professional development events attended
  • • An understanding of Nobo Jatra program’s design and implementation strategy in regards to work and relationships

Experience Requirements
  • At least 3 year(s)
  • The applicants should have experience in the following business area(s):
Job Requirements
  • Minimum of 03 years’ working experience related Village Development Committee, UP Standing Committee and Local Government Institutions (Union Parishad). Experience on USAID funded project implementation will be added advantage.
  • An understanding of project implementation
  • Extensive knowledge related to Social Accountability, Good Governance and Advocacy understanding
  • Computer literacy, including the ability to use Microsoft Word, Excel and PowerPoint
  • Ability to meet deadlines
  • Extensively field oriented, positive attitude and committed to work hard
  • Self-motivated
  • Ability to self-learn
  • Ability to assess what is involved to complete a task and adapt knowledge to suit the situation
  • Ability to assess the effectiveness of activities and if required to adapt approach
  • An evaluating and questioning mind
