Gender Analyst
ACDI/VOCA is currently seeking a Gender Analyst for the USAID-funded Feed the Future Bangladesh Rice and Diversified Crops Activity (RDC) Activity. The activity is a five-year primary mechanism to support productivity and market systems development under USAID/Bangladesh’s FTF strategy, with the objective of improved food security through systemic changes that increase rural incomes and – via increased incomes, including women’s income, and incentivized crop diversification – to improved nutrition. USAID/Bangladesh’s new Rice and Diversified Crops Activity (RDC) activity will foster growth and reduce poverty through improving the competitiveness, inclusiveness, and resilience of rice and other selected crops in the FTF Zone of Influence (ZOI) to the benefit of large numbers of men and women and their families in rural households, farms, and market systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Identifies gender-based opportunities and constraints aligned with inclusive market development opportunities. Conducts research on new/potential gender inclusive business models, or partnerships.
  2. Understand and analyze market relevant gender based constraints and opportunities.
  3. Identify market actors, assesses end markets, analyze value chain maps with gender lens, and identifies market-based solutions and incentives to integrate women producers and labors into their supply chains and commercial distribution networks.
  4. Reviews and participates in the design and adaptation of programs.
  5. Assesses the feasibility and projected impact of proposed RDC’s gender initiatives in support of performance monitoring plan targets and overall strategic objectives. Facilitates strategy sessions to design initiatives to integrate women producers into supply chains or distribution networks.
  6. Encourages the flow of information and reflection to maximize performance and continuous improvement.
  7. Develop and review impact causal models/results chains to demonstrate how interventions will contribute to sustainable poverty reduction in targeted districts.
  8. Facilitates learning for cross-company learning initiatives. Manage events and ensure effective learning of attendees.
  9. Improves and adapts program design through internal and external collaboration and learning.
  10. Collects stakeholder reports, generates reports, or conducts additional research to support performance monitoring and evaluation data collection.
  11. Monitor and provide feedback on market system trends, facilitation activities, and private and public sector actor interventions that promote gender inclusive market systems development.
  12. Monitor the design and application of appropriate research methodology for result management for WEE.
  13. Undertakes other duties and projects as may be assigned from time to time.
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Demonstrated understanding of market systems frameworks and facilitation strategies.
  • Demonstrated experience analyzing and understanding market system dynamics and designing market system intervention strategies.
  • Proven ability to work with and motivate private- and public-sector actors.
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.
  • Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
  • Advanced computer skills in a Windows based environment including Word, Outlook, PowerPoint and Excel.
  • Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators and staff at all levels of the organization. Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing a US-based agency.
  • Proven ability to prepare and conduct formal presentations, and to organize conferences, seminars, workshops, trainings, and study tours.
  • Demonstrated ability to work effectively, both independently and in a team environment, in an atmosphere of multiple projects, shifting priorities, and deadline pressures.
  • Travel 40% of the time.
  • Fluency in English, both verbal and written.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
  • Bachelor’s degree required in economics, agribusiness, agro-economics or other relevant field.
  • Minimum of two years’ experience in agricultural market systems development including working in the private sector or supporting private enterprise. Proven experience in program design.
  • Advanced knowledge on designing, development, administration, and security of large scale database systems in SQL Server or Oracle, knowledge on various software IDE especially VB, C#.net, ASP.Net. Power Map
  • Sound knowledge on database backup and maintenance and basic knowledge on database replication and synchronization setup along with performance monitoring techniques are expected.
  • Program performance monitoring skills based on indicators as set at the results framework and expertise in data validation tools and techniques for NGO programs will be an added advantage.
  • Demonstrated abilities in data collection, analysis and reporting using computer-based packages and databases.
  • Training facilitation skills is mandatory. Presenting critical/technical phenomenon in a more familiar word, especially for the non-technical audience, is the key for this position.
  • Knowledge on environmental software installation (OS, SQL Server, Net Framework etc), maintenance and troubleshooting is preferred.
  • Data analysis skills using SPSS/STATA, Excel is highly required.
  • Excellent interpersonal and teamwork skills.

  • Strong analytical skills, including the ability to organize a variety of information into standardized structures, clearly interpret quantitative and visual data outputs and develop recommendations for action.
  • Equivalent combination of education and experience KNOWLEDGE, SKILLS, AND ABILITIES:
  • Fluency in required operating languages of the project.
