As a service provider with worldwide operations in the field of international cooperation for sustainable development, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH works together with its partners to develop effective solutions that offer people better prospects and sustainably improve their living conditions. GIZ is a public-benefit federal enterprise and supports the German Government as well as many public and private sector clients in a wide variety of areas, including economic development and employment, energy and the environment, and peace and security.
The energy sector is one of GIZ’s main focal areas in Bangladesh. Since 2004 GIZ has supported the Ministry of Power, Energy, and Mineral Resources on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), to improve the country’s energy supply through the application of renewable energy and energy efficient technologies.
Implemented by GIZ, the Sustainable Energy for Development (SED) Programme is working to promote the use of renewable energy, as well as efficient energy usage. It is building the capacities of relevant stakeholders and promoting new and customised renewable energy and energy efficient technologies through successful piloting, building business cases and improving the framework conditions towards market uptake. Current SED interventions are: Improved Rice Parboiling System, Promotion of LED through ESCO model, innovative daylight saving through solar pipe light, promotion of solar water heater, retained heat cooker, biogas technologies and solar water pump. 
Energising Development (EnDev) is an energy access partnership currently financed by seven donor countries: the Netherlands, Germany, Norway, Australia, United Kingdom, Switzerland and Sweden. EnDev promotes sustainable access to modern energy services that meet the needs of the poor - long-lasting, affordable, and appreciated by users. Since 2005, EnDev has taken a leading role at promoting access to Sustainable Energy for All. GIZ closely cooperates with the Netherlands Enterprise Agency (RVO) at global programme level and acts as the lead agency for the implementation of the Energizing Development Programme.
EnDev Bangladesh is mainly involved in the following areas:
  • Pico-PV systems (1-10 Wp) are already available on the market in Bangladesh. However, poor quality products are dominating and spoiling the image and prospects of such systems. EnDev-Bangladesh is raising awareness for quality through consumer information and systematic introduction of good quality PicoPV systems. Pico PV systems that fulfill certain minimum quality and performance requirements will be eligible for an incentive.
  • EnDev-Bangladesh supports the distribution of improved cook stoves (ICS) and is working with dozens of partner organizations and over 5,000 SMEs who produce and sell ICS to households. EnDev supports training for trainers of stove builders and sales/marketing staff, provides support for the marketing of ICS, and introduces quality assurance and monitoring mechanisms. Each cook stove sold within this scheme receives subsidy by the Ministry of Environments and Forests.
For the team of our EnDev team, we seek applications from suitable candidates for position of 
Senior Advisor – Monitoring and Evaluation”.
Contract duration: 31 October 2018
Job Location: Dhaka but requires occasional field visits to respective areas of Bangladesh where the Programme and its partners operate.
A. Responsibilities
The Senior Advisor - Monitoring and Evaluation is responsible for,
  • Results Based Monitoring and Knowledge Management of EnDev Programmes.
  • Results Based Monitoring and Project Reporting for SED Programme 
  • Tracking the impact and progress of project interventions and assist the EnDev and SED project managers in ensuring results orientation of the activities conducted.
  • Assessing, present and document project interventions internally and externally and thus play a core role in the quality assurance of the overall programme approach.
  • Creative, innovative and constructive mind-set and advice, he/she helps to improve the project’s impact focus and identify growth potentials as well as recommend measures to ensure consistency and holistic orientation of the applied approaches.
  • Ensuring the quality and timely, periodic production of M&E information with a focus on economic and socio-economic impacts as well as sustainability and conduct research in the various areas of interest.
  • Defining the M&E tasks and work plans, ensure budgeting and use his/her analytical skills to derive recommendations and produce documents and publications with relevance for decision making and strategic planning of project interventions.
  • Supporting the SED and EnDev teams with the high quality of his / her work, he/she to maintain the standards of internal and external reporting.
  • Using expertise, skills and motivation to contribute to company relevant areas beyond the immediate project focus.
In this context, the position holder fulfils the following tasks:
B. Tasks
Monitoring and Evaluation
  • Comprehensive design, revision and budgeting of M&E activities to capture best practices and key outcomes and impacts from interventions with the aim of developing an in-depth. Understanding that can be applied for improvements in project design and operation.
  • Develop and implement annual work plans including objectives, timelines and resource requirements and support in developing and managing annual budget.
  • Formulate and negotiate contracts for M&E.
  • Design, conduct, supervise and evaluate small and large empirical surveys and studies, including design/revision of questionnaires, sampling strategy and data analysis.
  • Continuous feedback and interaction with involved contractors to develop appropriate, publishable M&E and survey reports.
  • Maintain liaison with the staff of different projects to support in developing operation plan and implementation, and monitor accordingly.
  • Involve with and assist the respective implementing teams/team leaders’ to ensure M&E plans are realised within the interventions and results are used in project steering. 
  • Present project strategies and outcomes and represent the programme in high level meetings with government officials, policy makers, donor agencies, national and international organizations, political leaders, media and advocates for reform.
  • Explore opportunities for new partnerships and knowledge sharing with experts and other institutions dedicated to sustainable energy access.
  • Ensure regular updates of approach/project documentation for different interventions and assist in overall organizational knowledge management tasks.
  • Travels in rural Bangladesh for extended periods when the task requires.
C. Required qualifications, competences and experience
Qualifications
  • Master’s degree in any Development field, Social science, Statistics, Economics or related disciplines.
Professional experience
  • At least 5 years of experience in monitoring and evaluation, preferably in international development organizations
  • Proven skills in coordinating/leading small teams
  • Strong presentation and report writing skills to clearly elaborate and articulate the issues of interest to local/international decision makers
  • Demonstrated ability in data analysis, project design, monitoring, and evaluation of development activities. 
  • Experience in developing results frameworks, logical frameworks, or similar tools for project design. 
Other knowledge, additional competences
  • Outstanding verbal and written communication skills both English and Bangla
  • Proficiency in German language is an advantage
  • Proficiency in Microsoft Office (PowerPoint, Excel, Word, Outlook)
  • Analytical, systematic as well as creative and innovative thinking
  • Ability to work proactively and independent
  • Ability to work in a coordinated way with a multi-disciplinary team in a multi-cultural environment;
  • Experience using knowledge management software or statistical software is highly desired.
  • Strong report writing skills to clearly articulate the issues of interest to the decision maker of advantage: interest in gender empowerment, behavioural change theory or renewable energy
Language skills
  • Fluency in written and spoken English and Bangla
  • Fluency in German is an asset
